Fixed Charge Penalty Notices for cyclists07-08-2015  
New Fixed Charge Penalty Notices (FCPNs) have been launched in Ireland by Minister Donohoe and An Garda Síochána (Ireland’s national police service)

Over in Ireland Minister Paschal Donohoe, Chief Superintendent Mark Curran and Moyagh Murdock (CEO of the Road Safety Authority) have launched new pedal cycle Fixed Charge Penalty Notices (FCPNs).

Cyclists will have to pay fines if they commit road traffic offences, the Minister for Transport Paschal Donohoe has announced.

Gardaí (Police) will be able to issue fines for seven road traffic offences. The change came into effect on 31 July 2015.

The fines are the result of a consultation between the Road Safety Authority, the Gardaí and the Department of Transport, to ensure that vulnerable road users such as cyclists take extra caution.

Cyclists can be fined €40 if they are found: driving a pedal cycle without reasonable consideration; with no front or rear lamp lit during lighting-up hours on a pedal cycle; or proceeding into a pedestrianised street or area.

They will also be fined if they go past a red traffic light or red cycle traffic light; fail to stop for a school warden sign; or if they proceed beyond a stop line, barrier or half-barrier at a railway level crossing, swing bridge or lifting bridge when red lamps are flashing.

“I have decided to extend the fixed charge notice system to cyclists for seven of the 36 existing road traffic offences. This new measure is intended to promote safe cycling practices and to discourage dangerous cycling,” Mr Donohoe said.

“The introduction of fixed charge notices for motorists has been hugely successful in changing driver behaviour and I am confident that a similar change in behaviour and attitudes by cyclists who break the law will result.”

The FCPNs are for a range of offences, listed below:
